ALL STAR CIRCUIT OF CHAMPIONS SPRINT CAR RULES & PROCEDURES


Rules updated in 2005 are highlighted in yellow. 

Rule changes for 2006 are highlighted in yellow.

CAR AND DRIVER SPECIFICATIONS

1. ENGINE. 406 cu. inch (410 with clean-up) cast iron engine or aluminum engine. Maximum of one spark plug per cylinder. No double overhead cam engines; no titanium rods; two valves per cylinder only. If engine checks over 410, driver and car will be disqualified and all points and money will be forfeited for that day and the following three All Star races. 

TRACTION CONTROL. Traction control devices are strictly prohibited. All Star officials may, at their discretion, confiscate any item suspected to be related to traction control. Such items will be sent out for independent testing and returned to the car owner. The penalty for having traction control will be loss of money and points for the night; plus a one-year suspension for both the owner and driver. The suspension will be for 12 months from the date of the violation. In addition, the penalty will include loss of year-to-date points for owner and driver.

IGNITION BOXES. Ignition boxes are to be located in the engine compartment.  No ignition boxes shall be located in the cockpit of the car. 

NOTE: Engine may be checked at any time during an event or torn down after an event at All Stars' discretion. If an All Star official finds the motor to be illegal, you will be given the opportunity to pull the head if you think your motor is legal. You will have a time limit of one hour after the feature event to do so. Anyone who refuses to comply with this rule, destroys All Star property, or verbally abuses All Star officials over technical matters will be disqualified and will draw the same penalty as above.

2. FUEL. Methanol only; no additives except All Star approved top oil, which must pass All Star fuel test. No nitrous oxide, no turbo chargers or blowers. Fuel bladders are mandatory. No smaller than 24-gallon fuel tank allowed at any time (27 gallon or larger fuel tank recommended). All Star officials may check fuel at any time on selected cars during an event. If fuel is found to be illegal, driver and car will be disqualified and all points and money will be forfeited for that day and the next three All Star races. If purse money has already been paid, neither driver nor owner will race until money has been returned to All Stars. Owner may be requested to pay lab cost for fuel test.

3. DRIVE LINE. Must be completely enclosed. Driveline hoop or strap is mandatory. *Has to be on centerline of chassis. Hoop should be steel and welded or bolted in.

4. CHASSIS. Minimum tubing size and thickness. The following are subject to inspection: -TOP RAILS must be a minimum 1 " diameter x .095 thickness -BOTTOM RAILS must be a minimum 1 3/8" diameter x .095 thickness or 1 " diameter x .083 thickness -ROLL CAGE UPRIGHTS must be a minimum 1 3/8" diameter x .083 thickness -ROLL CAGE TOP CROSS MEMBERS must be a minimum 1 " diameter x .095 thickness -UPPER RAILS must be minimum 1 3/8" diameter x .083 thickness -REAR END SAFETY BAR is a mandatory piece. Must be a minimum of 1" diameter x .083 thickness -BRACE must be minimum 1 " diameter x .065 thickness

5. REAR BUMPERS. Must be steel or stainless steel only. Minimum 1" diameter, .065 thickness. Nerf bars are mandatory and must be steel or stainless steel only.

6. FRONT AXLES. Must be steel only. Minimum sizes 2" x .156 or 2 " x .120 or 2 3/8" x .095 or 2 " x .095.

7. Car must resemble a traditional sprint car with a top wing and nose wing. Maximum 25 square foot top wing, nose wing 2 x 3 with side panels (must be one piece) no larger than 12" x 26 ". Center foil must be one piece and no wider than 60", with maximum sideboard 30"x 72". No kickouts. Maximum 3" wicker bill. No split wings or bi-wings are allowed. Top wing must not extend beyond outside of rear tires. Maximum dish 2 ". No turnouts or any other foils allowed. Two stationery foils or rudders will be allowed to run the entire length of the underneath portion of the top wing. Maximum height proportions are (1) inch at the front and (3) inch at the rear. Nowhere shall the foil exceed 3" in height.  Leading edge of nosewing must be 20" from leading edge of front axle.

8. The driver's right side opening must be a minimum 10" vertical opening at any point and a minimum 21" horizontal opening at any point. Body panels or sheet metal may extend rearward to triangular bar at back of roll cage and may extend downward past shock mount to horizontal bar at driver's compartment. No gurney lips or turnouts are allowed on any body panels. Bottom frame rails behind driver's seat cannot be enclosed. Hoods may be a multiple piece design, but must appear to be one continuous piece.

9. No part of the car can extend past front bumper, with bumper no more than 23" from front of front axle. No body pieces to extend beyond or underneath front torsion tube except hood.

10. No wedges or foils underneath racecar.

11. No pieces may be added to the basic frame so as to resemble, imitate, or be specifically designed to deflect, trap, or form a windbreak of any nature, except those used to cool or protect the motor and braking system.

12. Titanium brake rotors are allowed. Titanium is NOT allowed on chassis construction, front and rear axles, steering arms, torsion arms, bumpers or nerf bars.

13. No carbon fiber or composite materials allowed, including brake rotors and other parts, with the exception of nose wing and top wing caps, air boxes or other All Star approved composite materials.

14. No filling of frame rails, nerf bars, or bumpers. No solid steel nerf bars or bumpers.

15. Floor pan and body panels may not be thicker than .125" and must be made from aluminum or carbon steel only.

16. Drilling of any bolts, fasteners, or heim ends is prohibited.

17. Drag links and tie rods must utilize 4130 steel of at least 1.125" outside diameter and .058-wall thickness. Heim ends for both parts must be made of steel only. A magnet must stick at all times. No swedging of the tubing will be allowed.

18. No mirrors, radios, or communications equipment allowed. No on-board computers or any computer adjustable devices allowed.

19. All Star approved Schoenfeld muffler (part #112535) is mandatory at tracks that have a muffler rule.

20. A protective rock screen is recommended to be installed in front of driver, with no larger than 4" square opening. Inside of roll cage must have protective padding where head can make contact.

21. No qualifying wheels allowed. The right rear wheel is limited to 18" wide and the left rear wheel is limited to 15" wide.

22. Any car determined unsafe by All Star officials will not be allowed to race.

23. Anything new or experimental has to be approved by the All Stars in advance of race date.

24. Flame retardant driver suit and gloves are required. Driver must wear full face Snell approved helmet any time the car is fired. 5-point hitch 3" wide seat belts are required.

25. All parts have to resemble sprint car parts.

SUGGESTED SAFETY EQUIPMENT

- Driver suit be a minimum of two layers

- Underwear, head sock, gloves, foot socks and shoes should all be flame retardant

- Neck collars

- Arm restraints

- Head rest padding

- Right headnet or support. Headnet equipped with a quick release capability

- Knee pads or padded steering

- Fuel/fume detector

- Drag link safety strap

WEIGHT RULE PROCEDURE

At the beginning of each event, All Stars will determine whether track scales or All Star scales are official scales for the event.

1. Car and driver are weighed as one unit, with driver seated inside the car. Car with driver cannot weigh less than 1375 pounds when weighed as follows:

- Mandatory weigh-in for everyone immediately after qualifications as you come off of track

- Mandatory weigh-in for all feature finishers immediately after finish as you come off of track

- Random weigh-in at any time during program, including after feature finish

- 1375 pounds is with or without mufflers

- Cars may cross scales no more than twice to determine weight

- Scales available any time for checking weight before program begins, with opportunity to add weight

- It is your responsibility to remove mud before any weigh-in

- If car crashes during hot laps or qualifying before weighing, car will be weighed after heat race or first race run

- Weights, if added, must be bolted to mainframe and have car # visibly marked on the weight.

- If weight is lost during a race, the car will be black-flagged.

WEIGHT RULE PENALTIES

1. If car is found too light after qualifications, your time will be scratched and you will be given an opportunity to bring your car up to required weight.

2. Once you are re-weighed and pronounced legal, your car starts on the tail of all races.

3. If you still do not meet weight after two times across scale, you will be disqualified for the night and lose all points and money for the event.

4. If car is found illegal after feature, you will forfeit your points for the A-Main but will be paid for last place in the feature. You will keep 40 show-up points.

TRACK PROCEDURES

1. PUSH OFF. You are allowed only one push-off per race. If you require a second push-off, you go to the tail. After drivers have been called to line up for the feature, everyone must be in line for push-off by the time the pace car runs seven laps. If belts come loose, driver must stop by an official to buckle up. You will get your spot back if green has not been waved.

2. GREEN FLAG. When the green waves, that constitutes the start of a race and no alternates will be added. You must take the green in the heat to receive your time back in the C, B, or A Mains.

3. YELLOW FLAG. If you stop on the racetrack, you go to the tail. Once you have been shoved off, you cannot delay the start. If you do, you must go to the tail. During yellow, no working on car on track is allowed at any time, subject to disqualification. If you run over DEBRIS on the track and it becomes hooked to your car and officials consider it dangerous, you will be stopped and given back your spot. If debris is your own and causes a yellow, you must go to the tail. No other work allowed on car, other than fixing debris. If you lose muffler during race, car is disqualified for that race. If you spin and bring out the yellow, you go to the tail. *Two unassisted spins causing yellow will disqualify you. First lap re-starts will be moved straight up if there is no red.

4. RED FLAG. On red flag, if you go to the pits, you go to the tail. Red flag area will be on the track as designated at the driver's meeting. Do not pass crash site. Officials will have you pushed to designated area if needed. If any tire is changed on red, you go to the tail. You must not hold up the restart or you will be moved to the tail. Any first lap restarts after red flag will be staggered.

5. LINING UP FOR RESTARTS. Form a single file line, nose to tail, and do not race. Officials will correct the line-up when they receive it from scorers. When a yellow or red flag is dropped, cars already crossing start/finish line will be scored as if that lap was completed. Cars not passing start/finish line will be lined up by previous lap completed (minus cars charged with yellow/red). You cannot come out of the pits if one-lap signal has been given. *If you do, you will be black-flagged. The race is complete once the flagman has displayed the checkered flag. If yellow or red flag is dropped after the checkered flag, the race is officially over and the finish will be scored according to above procedure.

6. JUMPING ON STARTS AND RESTARTS. The leader or leaders will bring the field to a designated spot (pylon, white line, etc.) on the track at a moderate pace, nose to tail. When this spot is reached, the leader or leaders must accelerate. If a car passes before pylon, or hits pylon, or drives below pylon, that car will be put to the tail. When the leaders accelerate, the remainder of the field may do so also. If you are not paying attention and you are passed, this is not considered a jump. Failing to obey original start rules will result in a two-position penalty for every car jumped. If you do not comply with penalty, you will be black flagged and disqualified from that race. If leaders cannot start race properly, they will be penalized two spots.

7. BLACK FLAG. If pointed at you, go to the pits for consultation with officials. If something is broken on the car, you will be allowed two laps for repairs and must start on the tail. This does not include a flat tire.

8. FLAT TIRE. If the pits are so designed, you may change a flat tire, if caution flag is out. During the feature, you will be allowed two laps on half mile or three laps on smaller tracks to complete tire change. Laps will be counted once you reach designated spot. Tire changes will not be allowed on racetrack. Designated spot to be announced at pit meeting. No car may race or attempt to race on a flat tire. The decision as to whether a tire is flat rests solely with the All Star officials.

9. OTHER REPAIRS. If the caution flag is out, you may return to the pits for repairs or adjustments. Unlike Rule #8 (Flat Tire), you are not required to make repairs in the designated work area. There is NO 2-3 lap grace period as in Rule #8. You cannot come out of the pits if the one lap signal has been given. If you do, you will be black-flagged. This rule should not be confused with Rule #7 (Black Flag).

10. FUEL STOP. There will be NO open red flag fuel stops.  You must be prepared to complete the
designated amount of laps by using a larger fuel cell if necessary.  No adjustments will be made to the car during the course of the race.

11. LAPPED CARS. Hold their position in all races. If you ignore the chalkboard line-up you will not be scored.

12. SWITCHING CARS. If driver does not make a race in his own car, he can start the race in a qualified car, but must start from the tail. Car qualifies for any race, not the driver. If you qualify two cars, you automatically scratch your first time and first car.

13. Running under tires or off racing surface to advance position will result in a penalty of two spots per car passed.

14. Any driver STOPPING ON THE TRACK to protest will be disqualified. This excludes stopping on the track if instructed by an official.

15. PASSING THE PACE CAR will result in a $50 fine.

16. TOP THREE FINISHERS must stop on track as designated by All Star official or face a $500 fine.

17. Drivers, owners, or crewmembers FIGHTING will result in a $1,000 fine plus any costs incurred. Costs (like medical expenses or destruction of property) must be paid by perpetrator before team can race. Owners are responsible for their crews' actions and for damage they may cause. Team will not be allowed to race until fines and costs are paid.

18. STRIKING AN OFFICIAL will draw up to a $5,000 fine and up to a one-year suspension. Any costs involved must be handled as in #16 above. Penalties affect the entire team.

19. VERBAL ABUSE of an official will not be tolerated. Owners are responsible for their crews' behavior. Depending on severity, the team may be disqualified and all points and money forfeited for that night and/or the following three race nights.

20. CONDUCT DETRIMENTAL TO SERIES. Conduct deemed by All Star management to be detrimental to the series, whether by spoken or written word or by actions, will not be tolerated. This includes, but is not limited to, situations involving track owners, promoters, track employees, media or spectators. Depending on the severity, penalties may include suspensions, fines, or other disciplinary actions as determined by All Star management.

21. OTHER PENALTIES MAY BE APPLIED DEPENDING ON SPECIFIC SITUATION.

22. ALL OTHER RULES WILL BE TRACK RULES AND WILL BE DISCUSSED AT PIT MEETING.

RACE PROGRAM

1. QUALIFYING. All cars qualify in order drawn and cannot be out of order more than three cars. If you miss your spot, you will get one lap at the end of qualifying, with starting spot to be no better than 11th in the A-Main. If you were unable to hot lap, you will be given one free lap prior to your timed run. Qualifications will officially be over two minutes after last car qualified.

*On multiple day shows, if a car does not race or attempt to race preliminary days, said car cannot start better than 7th in final day's A-Main.

*If no qualifications are ran due to inclement weather or other unforeseeable conditions, the following procedure will be used: Depending on the number of heats (say four), we will take four from each heat and draw pills for feature line-up. Top eight from "B" tag 17th. "B" line-up will be straight up from heat race finish. There will be no dash that night. (Heats lined up in order of pill draw)

2. HEATS. After qualifying, heats will be lined up staggered straight up with six cars inverted. Number of cars taken from heats depends on number of cars qualified. For example, if four heats are run, five cars from each heat will qualify for the A-Main and get their times back. No more than four (4) official qualifying heats will be run. A qualifying heat is one in which cars transfer directly to the A-Main. Any heat races run in excess of four (4) will be of a "last-chance" nature, where the winner or additional finishers, as determined by the officials, will tag the tail of official qualifying heat races. Cars that do not take a time trial will be put on the tail of a qualifying heat or last-chance heat, depending on the number of cars present. All Star officials will determine number of heat races and how many to be taken from each heat, depending on number of cars present. *If a car scratches or is disqualified after heats, an extra car will be taken out of the B-Main.

3. DASH. The fastest six member owners run the dash. Driver must also be a member. You must qualify out of heat to run dash. If no qualifications are run, no dash is run, unless announced in advance. The fast qualifier who makes dash will draw for inversion of dash: 0-4 or 6. If dash is not run due to unforeseeable circumstances, points will be given in order of qualifications, 6-5-4-3-2-1, to members.

4. C-MAIN. If car count warrants a C-Main, top 16 qualifiers not already qualified for the A-Main will run the B-Main lined up by times. Remaining cars will run C-Main lined up by times.

5. B-MAIN. Lined up by qualifying times and run straight up. Cars advancing from C to B receive their times back. Cars advancing from B to A receive their times back, but cannot start better than 7th starting position, completing the 24 car field.

6. A-MAIN. The fastest six cars advancing to the A-Main through the qualifying heat races will be inverted. Remainder of 24-car field lined up by times.

7. Drivers/owners are responsible for checking feature finishing position as soon as posted by track. Any protests must be lodged immediately with officials.

PROVISIONALS / PROMOTERS' OPTIONS

For the 2006 season, there will be no "provisional" or "promoters' option" A-Main starting positions. The only exception to this revision is if a specific, mutually acceptable agreement exists between the promoter and All Star management. Should such an agreement exist, the specific formula and details must be announced at the driver's meeting. After the conclusion of the driver's meeting, no addition or changes can be made. If an All-Star member is added to the field, the team will race for the designated prize money only, and no All Star A-Main points will be awarded.
