RULE BOOK DISCLAIMER

The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are required to be in compliance with these rules. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF - OR COMPLIANCE WITH - THESE RULES AND/OR REGULATIONS. These rules are intended to be a guide for the conduct of the participants of this sport and are in no way a guarantee against injury or death to a participant, spectator, or an official. The race director shall be empowered to permit minor deviation of any of the specifications herein or impose any further restriction that in his or her opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS.


NOTE: Situations may arise that are not precisely covered by this rule book. Any interpretations of these rules are left to the discretion of the All Star officials. THEIR DECISION IS FINAL.


ALL STAR MEMBERSHIP RULES

• Membership benefits and championship points are awarded only after membership application and payment are received.

• Eighty-five percent (85%) of all scheduled All Star events must be run to be eligible for the season points fund money and contingency awards. Percentage is tracked separately for owner and driver in the event that a driver changes teams or is unable to race due to injury. If a member driver and/or team chooses not to compete in 100% of scheduled events (including co-sanctioned events), points fund money will be pro-rated accordingly based on race attendance.

• Membership credentials are to be used by team owner, driver, and team members only.

• Owner receives (2) free pit admission passes with purchase of Team Membership.

• Drivers membership credentials are non-transferable to any other person. Transferring or attempting to transfer a drivers membership credentials to another person will result in forfeiture of membership credentials.

• Members may need to present a photo I.D. at time-of sign in at pit gate for pit admission discounts.

• Each All Star member carries the responsibility of unauthorized use of their team membership credentials.

• Misuse of series sponsor credentials by any person directly or indirectly affiliated with a race team is strictly prohibited.

• Misuse of any type of membership credentials will result in forfeiture of membership



ALL STAR ROOKIE OF THE YEAR

• Must be signed up as a Rookie of the Year candidate no later than February 1st with paid membership.

• Points Procedure: (See points section of this rule book)

• Must be a member in good standing.

• Must not have participated in more than 40% of All Star points races in any previous year.

• Must not have participated in more than 85% of World of Outlaw Sprint races for any prior two consecutive seasons.

• Midwest All Star Series drivers may move to the All Star Circuit of Champions to compete for Rookie of the Year if the above requirements are also met.

• Must display required sponsor and series decals as specified by All Star officials.


2008 OWNER AND DRIVER POINTS ELIGIBILITY RULES

• Both owner and driver must be members in good standing to be eligible for appearance money, season points fund, and contingency awards.

• Driver must be an All Star member in order to earn points for car owner.

• Season Championship Points are kept separately for driver and owner.

• Both car and driver must be ready to race and signed into pits to receive points.

• Any member running a non-sanctioned race paying more than $3,000 to win within 24 hours of a scheduled All Star race - other than a World of Outlaws race will lose two nights of appearance money and points fund money will be pro-rated.

• The Top 10 car owners in season points are eligible to receive appearance money based on points ranking from prior event. If a multi-day event is held at same track, appearance money is paid ONLY on the final night of the multi-day event.

• Driver and/or Owner will be allowed only one unexcused absence from any scheduled All Star event to maintain their eligibility to receive appearance money. Excused absences will be adjudicated by series president.

• The bottom 6" of the top wing - both outside sideboards - will be designated for All Star Series sponsors and decals will be supplied by All Star officials for placement on sideboards to be eligible to receive appearance money.

• An 18 inch x 18 inch car number must be placed on the top foil of the top wing for scoring purposes. Failure to comply may result in pro-rated appearance money.

• All Star Sponsor and All Star Series decals must be displayed as directed by series officials. All Star Sponsor and All Star Series patches must be displayed on uniforms as directed by All Star officials. Failure to comply with decal and patch policy may result in pro-rated appearance money.

• Cars/Drivers advancing through C or B mains will receive points in highest main only. See points section of this rule book.

• If Car/Driver make the A main but then scratches for that event, he/she will receive last-place A-main points and last place A-main money.

• Driver/Car must make the initial green flag start in the C and/or B mains to receive points.

• In case of rain or other cancellation, show-up points will be awarded if any cars were on the track. This includes motors being fired when directed by All Star officials.

• You will receive points for the car you draw a pill for; if you have to use your own back up car you will still receive points.

• Cars that only run the last chance race will receive 5 points plus show-up points. See points section of this rule book.

• For any discrepancy in point standings, a review must be requested within 30 days of the date of the event in question.

• If a car is disqualified after the A-main, driver/owner points will be given for everything run up to that point, including show-up points. An exception to this is any blatant disregard for the rules, such as oversize motor, illegal fuels or additives, oversized wheels, etc. In such cases no points will be awarded for that night. Determination of rule violations will be at the discretion of All Star officials.


CHAMPIONSHIP POINTS SYSTEM POLICY

• Full points are awarded at each sanctioned All Star event, regardless of overall purse

• Show-up points are awarded when cars are on the track, or when motors are fired at the direction of an All Star official.

• Tiebreaker for end of season points: Number of feature wins, then number of 2nd place finishes, etc.

(10) show up points are awarded for All Star sanctioned or co-sanctioned events.

Rookie Points are awarded based on overall finish for the event in relationship to the other Rookie contenders throughout all mains and do not count toward season points totals. Highest finishing Rookie in any main will receive 1st place points, second highest will receive 2nd place points and so on.

Points are awarded as follows:

CO-SANCTIONED RACES

• 100 show up points ONLY will be awarded for co-sanctioned events with the World of Outlaws.

• Co-sanctioned events with the Midwest All Star Series will award full points the same as any regular All Star event


DOUBLE POINTS RACES

Throughout the season there will be designated “double points” races that will be announced well in advance. Those events will double the season points awarded for all positions for that event and will double the show-up points. The designated dates will be announced at drivers meetings and in press releases prior to the event taking place.


ALL STAR RULES AND PROCEDURES

CAR AND DRIVER SPECIFICATIONS

1. ONE-WAY RADIOS. One-way radios will be mandatory beginning with the first event of the 2008 season for communication from series officials to drivers during an event for both safety and increasing the efficiency of line ups after caution periods. The “Raceceiver 1600 Elite” radio must be purchased or rented to participate in any All Star sanctioned event. (Midwest All Star Series may not be required to use radios).

2. ENGINE. Cast iron or billet aluminum block. V8, cam in block, small block motors only. Big block motors are strictly prohibited.Maximum engine capacity of 410.000 cubic inches. No tolerance will be permitted on this maximum capacity. (Formula = 6.2832 x bore² x stroke). No offset motors will be permitted. The engine must be directly in front of driver. Driver must straddle the driveline. Front magneto/distributor drive blocks are strictly prohibited. Maximum of one spark plug per cylinder. No double overhead cam engines. No titanium headers, crankshafts, rods or rod caps will be permitted. Two valves per cylinder only. Only normally aspirated motors are permitted. No turbos, superchargers or forced induction of any description will be permitted. A minimum of two throttle return springs must be used to close the throttle. Engine connecting rods must be 100% steel. Maximum throttle bore as measured at the butterfly may not exceed 3.000 inches diameter. Only butterfly and shaft throttle body styles with circular bores are permitted. Slide plate, rotary cylinder or other styles permitted only with prior written approval. There must be an inspection plug in the oil pan. Either a #12AN fitting or a 1 inch pipe plug. If a car is to be inspected and there is no inspection plug in the oil pan it will be required to pull oil pan for inspection. If engine displacement checks over 410 cubic inches, driver and car will be disqualified and all points and money will be forfeited for that event and the driver and car will be suspended for the following three All Star events. NOTE: Engine may be checked at any time during an event or torn down after an event at All Star official’s discretion. If an All Star official finds the motor to be illegal, you will be given the opportunity to pull the heads if you think your motor is legal. You will have a time limit of one hour after the feature event ends to do so. Anyone who refuses to comply with this rule, destroys All Star property, or verbally abuses an All Star official over technical matters, will be disqualified and will draw the same penalty as above.

3. TRACTION CONTROL. Traction control devices are strictly prohibited. All Star officials may, at their discretion, confiscate any item suspected to be related to traction control at any time. Such items will be sent out for independent testing and returned to the car owner. The penalty for having traction control will be loss of money and points for that event plus a one-year suspension for both the owner and driver from the date of the violation. In addition, the penalty will include loss of year-to-date points for owner and driver.

4. OTHER ELECTRONIC DEVICES. No computer operated or controlled parts, such as fuel injections, fuel systems, chassis adjusting systems, etc. are permitted. The use of electronic logic processors (this includes traction control devices) to control any function of the race car, and/or any system for continuous gathering of data from any function of the race car for which the intended use is computer downloading, is strictly prohibited.

5. FUEL. Pure Methanol fuel only. No fuel additives (including, but not limited to, nitro, nitro methane or nitrous oxide injection) except All Star approved top oil which must pass All Star fuel test. No turbo chargers or blowers. Fuel bladders are mandatory. All Star officials may check fuel at any time on selected cars during any event. If fuel is found to be illegal, driver and car will be disqualified and all points and money will be forfeited for that event and driver and car will be suspended for the next three All Star events. If purse money has already been paid, neither driver nor owner will race in any future All Star events until money has been returned to All Stars. Owner may be required to pay lab cost for fuel test. Cars are to race the entire program using the same fuel tank that was utilized in qualifying. Exceptions will be made if a tank is damaged due to contamination, a crash or otherwise physically damaged. The replacement tank must have the same or larger fuel capacity. A fuel cell with bladder must be used. These cannot be altered or modified and must be one piece construction of crosslink polyethylene plastic. NOTE: BEGINNING IN 2009, ALL CARS MUST BE EQUIPPED WITH A FUEL SAFE 30 GALLON FUEL CELL.

6. WHEELS. The right rear wheel is limited to 18 inches wide and the left rear wheel is limited to 15 inches wide. Maximum wheel diameter is 15 inches. No plastic or carbon fiber wheels are permitted.

7. TIRES: Left rear tire will have a 15 inch maximum tread width. Right rear tire shall be the designated spec tire only (SC brand). Softening of tire compounds by soaking in a chemical bath or by any other means is strictly prohibited. Only one Right Rear tire per night shall be used for Qualifying, Heat Race, & A-main. The tire will be marked by an All Star Official when the car crosses the scales after qualifying and the compound will be noted. If you get a flat Right Rear tire anytime during the night you must replace it with a tire of the same compound that you started the night with. Any flat Right Rear tire must be checked by an All Star Official and the tire may be confiscated. Teams must notify an All Star Official of a flat. You can use a different Right Rear tire for the C-main, B-main & Dash, but then must use the marked tire for the A-main. If you get a flat during Qualifying after one complete lap you can not start better than 7th in the heat race. Anyone that changes a Right Rear tire at anytime due to damage during the night cannot start better than 11th in the A-main. Front tires and wheels and the left rear tire and wheel may be changed at will between events.

8. DRIVE LINE. Must be completely enclosed. Drive line hoop or strap is mandatory and must be on centerline of chassis. Hoop should be steel and welded or bolted in.

9. CHASSIS. It is recommended that all chassis built in 2005 or later have a manufacturer’s unique serial number plate prominently attached by welding on the left side front roll cage upright. No roadster type chassis permitted. Chassis must be provided with a minimum of 6 mounting points to securely mount the seat. Drag links must utilize 4130 steel of at least one inch in diameter and a minimum wall thickness of .058 inch. Tie rods and Heim joints must be made of steel only. A magnet must stick at all times. No swedging of the tubing will be permitted. Drag links must be tethered to the frame with nylon webbing of at least 1 inch width. The maximum width that is permitted for the opening at the top of the roll cage is 27 inches. No bracing that would prevent the driver’s ability to exit through the opening or inhibit safety/rescue crew’s ability to extract the driver will be permitted in the center of the top cage. No elliptical (oval) tubing can be used on or as part of the main frame structure. Minimum wheelbase of 83 inches, maximum wheelbase 90 inches. No front anti-roll torsion bar assembly (sway bar) permitted. All cars must utilize either a driveline strap or a drive line hoop restraint constructed of .065 inch steel either welded or bolted to the chassis. Metal hoop restraints must react positive to magnet testing. The rear cross member used for mounting the steel driveline hoop must be constructed of .083 inch steel. Nerf bars must not protrude beyond the tires. Wings, bumpers and nerf bars must be fastened with bolts/nuts, hitch pins or roll pins only.


Minimum tubing size and thickness. (The following are subject to inspection):

• TOP RAILS must be a minimum 1 1/2” diameter x .095 thickness.

• BOTTOM RAILS must be a minimum 1 3/8” diameter x .095 thickness or 1 1/2” diameter x .083 thickness.

• ROLL CAGE UPRIGHTS must be a minimum 1 3/8” diameter x .083
thickness.

• ROLL CAGE TOP CROSS MEMBERS must be a minimum 1 1/2”
diameter x .095 thickness.

• UPPER RAILS must be minimum 1 3/8” diameter x .083 thickness.

• SAFETY BAR is mandatory. Must be a minimum of 1” diameter x .083 thickness.

• BRACE must be a minimum 1 1/4” diameter x .063 thickness.


10. FRONT BUMPER. The front bumper may not extend more than 8 inches from the frame or 23½ inches from center of front axle to front of front bumper. No part of the car can extend past front bumper. No body pieces to extend beyond front torsion tube except hood.

11. REAR BUMPERS. Must be steel or stainless steel only. Minimum 1” diameter x minimum .065 thickness. Nerf bars are mandatory and must be steel or stainless steel only.

12. FRONT AXLES. Must be steel only. Minimum sizes 2” x .156 or 2 1/4” x .120 or 2 3/8” x .095 or 2 1/2” x .095.


13. WINGS. Top wings and nose wings are required. There are two options beginning with the first event of 2008:

Top Wings:

a) All cars should have a minimum 18 inch tall number on the outside of both top wing panels and a minimum 18 inch tall number on the top wing center foil. Any letter utilized as part of the car number should be a minimum of 12 inches tall. One of any entries with duplicate car numbers at an event will be required to add a letter.

Top Wing Option #1 (optional for 2008, mandatory in 2009)

a) Center Foil maximum size of 25 square feet with a maximum width of 60 inches. Center Foil must be square or rectangular in shape with all 4 corners set at 90° angles with no variance allowed. Center foil top is to be flat from front to back and side to side.

b) Center Foil shall be fully sheathed in aluminum. Vent holes, dimples, ridges, etc. are strictly prohibited anywhere on the wing.

c)Maximum 1” removable wicker bill may be mounted on the rear edge of the center foil. Wicker bill must be 90 degrees to the top of the center foil. No built-in wicker bills or gurney lips allowed. Maximum dimension of wicker bill may change periodically.

d) The top wing can be cockpit/driver adjustable. Other than the slider mechanism, no moving parts permitted on or in foil structure. Only one slider mechanism allowed on top wing, allowing adjustment forward and backwards only.

e)Center foil thickness cannot exceed 9 inches. Underneath side of center foil must appear to be a continuous smooth arc with no recesses, concaves, or protrusions. Center Foil must be one-piece construction. No split or bi-wings will be permitted. Wings must be fabricated of metal alloys only. No fiberglass, carbon fiber or other similar material may be used in the basic framework of the wings. Top wing must not extend beyond outside of rear tires.

f) No foils or rudders will be permitted anywhere on the top wing.

Top Wing Option #2 (optional for 2008, not allowed in 2009)

a) Center Foil maximum size of 25 square feet with a maximum width of 60 inches. Center Foil must be square or rectangular in shape with all 4 corners set at 90 degree angles with no variance allowed.

b) Center Foil shall be fully sheathed in aluminum. Vent holes, dimples, ridges, etc. are strictly prohibited anywhere on the wing.

c) No wicker bills or Gurney lips permitted on Center Foil.

d) The top wing can be cockpit/driver adjustable. Other than the slider mechanism, no moving parts permitted on or in foil structure. Only one slider mechanism allowed on top wing, allowing forward and backwards movement only.

e) The 12 inch section located at the rear of the Center Foil must not have the belly/curl arc out of proportion with the rest of the Center Foil. The belly/curl arc must span the entire length of the Center Foil and appear to be a gradual arc with the deepest point no further back than 48 inches from the leading edge. As measured on a 12 inch straight edge, the belly at 6 inches from the rear of the Foil may not be deeper than ½ inch. There is zero tolerance on this ½ inch depth. It is suggested that the wing blue print specify 15/32 inch depth, so that if any deflection or movement of the wing occurs, the depth will not exceed the ½ inch specification. (This ½ inch measurement ensures that the belly/curl arc is gradual.)

f) The belly/curl arc must start at the radius of the Center Foil’s leading edge and shall not exceed a depth of 2½ inches. Center Foil thickness cannot exceed 9 inches. Center Foil top surface from side to side must remain flat. Center Foil must be one-piece construction. No split or bi-wings will be permitted. Wings must be fabricated of metal alloys only. No fiberglass, carbon fiber or other similar material may be used in the basic framework of the wings. Top wing must not extend beyond outside of rear tires.


Front Nose Wing:

a) Center Foil maximum size of 6 square feet with a maximum width of 36 inches. Center Foil must be square or rectangular in shape with all four corners set at 90°angles.

b) Center Foil shall be fully sheathed in aluminum. Vent holes, dimples, ridges, etc. are strictly prohibited anywhere on the wing.

c) No wicker bills or Gurney lips permitted on Center Foil unless the car is outfitted with Wing Option #1, in which case a maximum 1” removable wicker bill may be mounted on the rear edge of the center foil. Wicker bill must be 90 degrees to the top of the center foil. No built-in wicker bills or gurney lips allowed. Maximum dimension of wicker bill may change periodically.

d) Maximum distance from the Center Foil front edge to the front edge of the front axle may not exceed 20 inches.

e) The Center Foil front edge must remain at least 1 inch behind the front edge of the front bumper. Center Foil top surface from side to side must remain flat.

f) Center Foil must be one piece. No split or bi-wings will be permitted.

g) Wings must be fabricated of metal alloys only. No fiberglass, carbon fiber or other similar material may be used in the basic framework of the wings.

h) The Front Wing must not extend beyond outside of front tires. The Front Wing may not be cockpit or driver adjustable while the car is stationary or in motion.

i) No moving parts permitted on or in foil structure. No rudders or fins allowed.

j) The 5” section located at the rear of the front foil must not have a belly/curl arc that is out of proportion with the rest of the front foil. As measured on a 5-inch straight edge, the belly at 2 ½ inches from the rear of the foil may not be deeper than 3/8 inch. There is zero tolerance on this 3/8 inch depth. It is suggested that the wing blue print specify 11/32 inch depth, so that if any deflection or movement of the wing occurs, the depth will not exceed the 3/8 inch specification (This 3/8 inch measurement ensures that the belly/curl arc is gradual).

k) The belly/curl arc must span the entire length of the front foil and appear to be a gradual arc with the deepest point, no further back than 12 inches from the leading edge. The belly/curl arc must start at the front foil’s leading edge and shall not exceed a depth of 2 inches. Front foil thickness cannot exceed 3.6 inches.


Side Board Panels:

a) All braces or supports shall be oriented thin edge to face the air stream. Only rectangular, round or oval metal braces not exceeding 1 inch in width may be used. No adjustable bracing allowed.

b) No aero elliptical brace material permitted.

c) No brace or support shall resemble a wicker bill or a split wing.

d) Side boards must be mounted square to the center foil and parallel to each other. No kick-out allowed.

Front:

e) Front side boards maximum 12 inches tall and 26 inches long with no more than one inch overhang from the center foil front edge to the side board front edge.

f) Side boards may have front, back, top and bottom turnouts of no more than ½ inch.

Top:

g) Top wing side boards maximum size, 72 inches long and 30 inches tall. The top 2/3’s of each top wing side panel shall consist of only 2 corners. Each corner shall be set at a 90° angle with no variance. This portion of the side panel’s leading edge cannot be behind the center foils leading edge.

h) Panels must be of one-piece construction.

i) Panels must be fabricated flat. Turnouts on all edges of the wing must not exceed 1-1/4” x 1-1/4” and must be orientated at a 90° angle to the flat portion of the side panel.


14. BODY PANELS. Only Sprint look/look-alike bodies, tails and hoods will be permitted. The driver’s right side opening must be a minimum 10 inch vertical opening at any point and a minimum 21 inch horizontal opening at any point. No side foils, rudders or panels are to extend beyond rear cage support bars on any side. Body panels or sheet metal/fiberglass may not extend rearwards beyond the triangle created by the rear rails from the torsion bar tubes to the roll cage uprights. Body panels or sheet may extend downward past shock mount to horizontal bar at driver's compartment. No gurney lips or turnouts are allowed on any body panels. Bottom frame rails behind driver’s seat cannot be enclosed. No wedges or foils underneath race car. No body pieces to extend beyond or underneath front torsion tube, with the exception of the hood. All cars will be required to run a full hood. While the hood may be a multiple piece design, it must appear to be one continuous piece. Hood must extend to the front torsion tubes or a similar location on coil-over cars. Sunshields cannot restrict driver vision.

15. AERODYNAMICS. No pieces may be added to the basic frame so as to resemble, imitate, or be specifically designed to deflect, trap, or form a windbreak of any nature, except those used to cool or protect the motor and braking system.

16. TITANIUM . Titanium is NOT allowed on chassis construction.

17. NERF BARS. No filling of nerf bars or bumpers. No solid steel nerf bars or bumpers.

18. PANEL THICKNESS. Floor pan and body panels may not be thicker than .125” and must be made from aluminum or carbon steel only.

19. WEIGHT REDUCTION. Drilling of any bolts, fasteners, or heim ends is prohibited.

20. MISCELLANEOUS. No mirrors or two-way communications equipment is allowed. No on-board computers or any computer adjustable devices allowed.

21. MUFFLERS. All Star approved Schoenfeld muffler (part #112535) is mandatory at all tracks that have muffler rule. Track must waive muffler rule, if unwilling to enforce this part number. Titanium and carbon fiber mufflers are strictly prohibited. Mufflers may not be attached with sheet metal screws or pop rivets. No switching of mufflers after car has been through technical inspection. Mufflers used in qualifying must remain in use for the entire racing program (exceptions will be made due to crash or other physical damage only, in which case the car must be
re-inspected). Mufflers and headers must remain attached. All muffler and header components must remain intact and operating. Failure to comply with this provision will result in automatic disqualification. If it is determined that any team member has altered a header or muffler in an effort to use this rule to gain an advantage, that team will be automatically disqualified.

22. SAFETY. Any car determined unsafe by All Star officials will not be allowed to race. Racing components of aluminum and magnesium have a limited life for safety purposes. It is advised that such parts are not repaired or used beyond their recommended safe life usage. Parts to be cautious of include, but are not limited to: wheel centers, live rear axles and top wings.

23. EXCEPTIONS. Anything new or experimental must be approved by the All Star officials prior to the event.

24. SAFETY GEAR. Flame retardant driver’s suit and gloves are required. Driver must wear full face Snell approved helmet any time the car is fired. 5-point hitch 3” wide safety harness is required.

25. COCKPIT ADJUSTERS. No adjustments within the drivers reach inside or outside of the cockpit except for fuel shutoff and one way wing slider - forward and backward only.

26. SEAT BELTS. Properly mounted professional racing-style 5 point seat belts are required. Seat belts should be mounted to the manufacturer’s specifications. Seat belt webbing that comes into contact with any sharp metal edge should be protected from that edge by means of push on grip vinyl trim. The areas of concern are the webbing slots in the metal racing seats. All the seat manufacturers either roll the edge or supply the seat with trim protecting the webbing from abrasion or cutting under impact conditions and should be used to their specifications. Webbing entry slots into the seat with an existing metal roll of 1/8 inch smooth radius will not require vinyl trim. The areas where the webbing slot has been enlarged by filing or cutting are of particular concern. In most instances the edges have been left sharp, increasing the incidence of belt failure. As racing seat belts are subjected to severe conditions, it is encouraged that worn/frayed belts are replaced immediately and undamaged belts are replaced every 24 months. The date sewn into the webbing should be used as a guide. Where the seat belt date is known to be “new old stock”, it is acceptable practice to extend the replacement date on that set of belts to 36 months from date of manufacture. Damaged belts will not be permitted.

27. SAFETY GEAR. High-back Aluminum (stockcar style) seats should be securely mounted to the frame with a minimum of six 5/16 inch bolts or four 3/8 inch bolts and minimum 1 1/8” suitable washers. Sprint car suitable FIA manufacturer approved composite seats are permitted. Manufactures of seats that restrict the medical emergency personnel’s extrication of a potentially injured driver, should have equipment in their product offering that is capable of cutting and prying these seats open. Seat types not offering such equipment should not be used. No sharp or protruding edges in or around the cockpit, which would impede the driver’s rapid exit from the car. A right head net or support is required. Head nets must be equipped with quick release mechanisms. A marked electrical kill switch must be in reach of driver. A marked fuel shut off valve must be in reach of driver. All drivers should wear a clean one-piece driver’s suit, quilted or with fire retardant underwear, head socks, gloves, foot socks and shoes. Drivers must wear a full-face helmet to Snell SA95 or newer spec.

28. SUGGESTED SAFETY EQUIPMENT

• Driver suit should be a minimum of two layers

• Neck collars

• Arm restraints

• Headrest & roll cage padding

• Rock screen

• Flame retardant seat, roll bar, knee and steering pads or padding are recommended.

• Fuel/fume detector

• Drag line safety strap

• Wrap around safety seat

• Drive line collar or safety blanket

• HANS device

• It is also recommended that teams have in the rear of their transporter an easily accessible fire extinguisher of at least 2.5 gal FFF or equivalent.


WEIGHT RULE PROCEDURE

At the beginning of each event, All Star officials will determine whether track scales or All Star scales will be used as the official scales for event.

• All racecars must weigh a minimum of 1,375 pounds as measured on the official scales with the fully suited driver in the car.

• The driver must remain seated between the frame rails until weighing is completed. Violation will result in disqualification from the racing event for which the car is being weighed.

• Mandatory weigh-in for everyone immediately after car exits the track following qualification. Failure to pass directly through the scales when exiting the track will result in a penalty for heat race starting position.

• Top 5 cars that finish A-main must weigh in immediately following the event as you exit the track.

• No crewmembers or other race team personnel are permitted to approach their car until it is weighed and released by Officials.

• Random weigh-in is possible at any time during program, including after feature finish.

• 1,375 pounds is with or without mufflers.

• Cars may cross scales no more than twice to determine weight.

• Scales available at any time for checking weight before program begins, with opportunity to add weight.

• It is your responsibility to remove mud before any weigh-in.

• If car crashes during hot laps or qualifying before weighing, car will be weighed after heat race or first race run.

• Bolt on weight is permitted but must be securely installed on the cars’ basic framework and must be located in the area between the bottom frame rails and axles but mounted no higher than the upper rails.

• All added weight must be painted white and bear the car number in 1½ inch tall Sharpie numbers.

• If weight is lost during a race, the car will be black-flagged.


WEIGHT RULE PENALTIES

1. If your car is found too light after qualifications, your time will be scratched and you will be given an opportunity to bring your car up to required weight.

2. Once you are re-weighed and pronounced legal, your car will start on the tail

of all races the remainder of the night.

3. If your car is found too light after a heat race, you will be disqualified from that race and you will be given an opportunity to bring your car up to the required weight for the C-main or B-main.

4. If your car is found too light after the C-main or B-main, you will be disqualified for the night and lose all points and money for the night. Show-up points are still awarded.

5. If car is found too light after the A-main, you will lose all points and money for the night. Show-up points are still awarded.

6. Regarding #4 and #5 above, last place money and last place points will be awarded if officials determine that weight loss was due to extenuating circumstances, such as parts missing as a result of a crash, etc.

7. Failure to go to scales as required under “Weight Rule Procedure” section will result in loss of money and points for the race in which it occurred.


EVENT PROCEDURES


1. PUSH OFF. You are allowed only one push-off per race. If you require a second push-off, you go to the tail. A push-off is defined as “when the motor has fired”. After drivers have been called to line up for the A-Main, you must be in line for push-off by the time the 8 minute horn has sounded, or you start on the tail. If safety belts come loose, driver must stop by an official to tighten belts. You will get your spot back if green has not been waved.

2. GREEN FLAG. When the green waves, that signals the start of the race. The entire field must complete one lap, including the car causing the yellow or red, or the race will be a complete restart. Cars causing the yellow or red go to the tail. No cars will be permitted to push off under a green flag. Immediate disqualification will result.

3. YELLOW FLAG. If you stop on the racetrack you are considered part of the caution and you go to the tail. If you are in any combination of THREE yellows or reds during one event, you will be disqualified from that race. Once you have been pushed off, you cannot delay the start. If you do, you must go to the tail. During any yellow, no work shall be performed on the car on the track or you are subject to disqualifi­cation. If you run over debris on the track and it becomes hooked to your car and officials consider it dangerous, you will be stopped and given back your spot. If debris is your own and causes a yellow, you must go to the tail. No other work allowed on car, other than fixing debris. If you lose a muffler during race, you are disqualified for that race. If you spin and yellow is brought out for your spin, you go to the tail even if your car continued under power. First-lap restarts will be moved straight up if there is no red. If a car is stopped under yellow flag conditions for an inspection or safety issue and found to be safe and not at fault, the car will retain the same position as it was running.

4. RED FLAG. On red flags, if you go to the pits you go to the tail. Red flag refueling area will be on the track as designated at the drivers meeting. Do not pass crash site. Officials will have you pushed to designated area if needed. If any tire is changed under red, you will go to the tail. You must not hold up restart or you will be moved to the tail. Any first-lap restarts after the red will be staggered. ALL RED FLAGS ARE CONSIDERED CLOSED REDS UNLESS FUEL IS TO BE ADDED AT THE DIRECTION OF ALL STAR OFFICIALS.

5. BLACK FLAG. A black flag will be shown to any driver that is losing part of the racecar or whose car is excessively smoking. This black flag decision will be made by an All Star official. A car given this flag must pull into the pit area immediately for consultation with an official. If something is broken on your car, there is no grace period for repairs and you must be back on the track by the one-lap to go signal. If you have been disqualified you must return to your trailer. Any discussion regarding the disqualification will take place after the completion of the event.

6. LINING UP FOR ORIGINAL STARTS. All rows must be lined up two by two and nose to tail. The front row will bring the field to the white chalk line at a moderate pace. When this spot is reached, the front row must accelerate. When the front row accelerates, the remainder of the field may do so also. If you are not paying attention and get passed, this is not a jump. Cars may not break formation and move high or drive low before the front row reaches the chalk line. No laying back and creating a gap so as to “get a run.” Any front row starters who do not start the race properly and the start is called back will cause the offender or offenders to be penalized two positions.

7. LINING UP FOR RESTARTS. Form a single file line, nose to tail. Officials will correct the line-up when they receive it from scorers. When a yellow or red is dropped, the cars will be lined up based on the previously scored green flag lap, minus the cars involved in the yellow or red. Cars involved in the yellow or red go to the tail. When preparing for the restart, the leader will bring the field to the white chalk line at a moderate pace. All cars must be nose to tail. No leaving gaps in order to “get a run.” The leader may accelerate anywhere between the white chalk line near the end of turn four and the pylon located on the front straight. No cars may pass another car until they pass the orange pylon. If a car passes before the pylon, or hits the pylon, or drives below the pylon, that car will be put to the tail.

8. CHECKERED FLAG/FINISH. The race is complete once the flagman has displayed the checkered AND the leader has crossed the finish line. If the yellow or red is displayed after the leader crosses the line under checkered, the remainder of the field will be scored by the last completed lap.

9. FLAT TIRE AND OTHER REPAIRS. Other than during the A-main event, there is no grace period to change flat tires or to make other repairs. If the caution flag is out, or if you cause a caution flag, you may go to the pits for repairs but must be pushed-off and on the track by the time the one-lap signal has been given. Failure to comply will result in a black flag. No car may race or attempt to race on a flat tire. The decision as to whether a tire is flat rests solely with All Star officials. There is a 2 lap grace period to change a flat tire during the A-Main only.

10. FUEL STOP. There will be NO open red flag fuel stops. You must be prepared to complete the designated amount of laps by using a larger fuel cell if necessary. If there should be an extraordinary amount of caution laps run during a single event it is then up to the discretion of the All Star officials to allow fuel to be added & air pressure adjustments ONLY during a red flag stop. In the event of a fuel stop, only one (1) crew person will be allowed onto the racing surface with fuel, funnel, fuel stick and air tank. The driver is required to stay in the car. These stops will be timed with the air horns to begin & end the work period. If you do not clear the track as instructed your car will be put to the tail on the restart. No other adjustments will be made to the car during the course of the race; this includes removing mud or debris from the car. Any team caught making any adjustments other than fuel and air pressure during a red flag stop will be disqualified and scored in last place for that event. If a car wishes to go to the designated work area they may do so but will restart on the tail. Cars in the designated work area must be ready to push by the time the last car on the track has started.

11. LAPPED CARS. Hold their positions on restarts in all races.

12. SWITCHING CARS. If driver does not make a race in his own car, he can start the race in another qualified car, but must start from the tail. The car is qualified for the race, not the driver. Any driver that switches cars may race for money only. No season points will be awarded after the driver switches cars. Points will be awarded for finish in events up to that point. If a driver qualifies two cars, he/she automatically scratches the first time and first car for the event.

13. RACING SURFACE. Running below infield tires or off the racing surface to advance position will result in a penalty of two spots per car passed. No Driver or any member of his team may tamper with the racing surface.

14. PROTESTS. Any driver stopping on the track to protest any ruling will be disqualified. This excludes stopping on the track if instructed by an official or for safety equipment reasons.

15. PASSING THE PACE CAR. This will result in a $50 fine.

16. WINNER’S CIRCLE. The Top 3 finishers in the A-main must stop on track or in the designated winner’s circle for post race photos and interviews as designated by All Star officials after they cross the scales, or face a $500 fine. Winners of the B-main, C-main & Dash MUST stop on the race track or in the designated winner’s circle as well

17. ALTERCATIONS. Drivers, owners, or team members FIGHTING (meaning ANY physical contact between individuals), GRABBING, STRIKING, OR VERBALLY ABUSING another driver, owner, or team member will be subject to the following:

• $1,000 fine and forfeiture of all prize money, tow money, and points for that event plus any costs incurred. Cost (like medical expenses or destruction of property) must be paid by perpetrator before team can compete in another All Star event after their suspension has been served.

• Suspension of Owner, Driver, and Crew for the following SIX All Star sanctioned events. Owners are responsible for their team’s actions and for any damage they may cause.

18. ALTERCATIONS WITH SERIES OFFICIALS. Drivers, owners, or team members FIGHTING (meaning ANY physical contact between individuals), GRABBING, STRIKING, OR VERBALLY ABUSING an All Star Official will be subject to the following:

• $1,000 fine and forfeiture of all prize money, tow money, and points for that event plus any costs incurred. Cost (like medical expenses or destruction of property) must be paid by perpetrator before team can compete in another All Star event after their suspension has been served.

• Suspension of Owner, Driver, and Crew for ONE YEAR from the date of the infraction. Owners are responsible for their team’s actions and for any damage they may cause.

18. CONDUCT DETRIMENTAL TO SERIES. Conduct deemed by All Star management to be detrimental to the series, whether by spoken or written word or by actions, will not be tolerated. This includes, but is not limited to situations involving track owners, promoters, track employees, media, or spectators. Depending on the severity, penalties may include suspensions, fines, or other disciplinary actions as determined by All Star management.

ALL STAR RACE PROGRAM PROCEDURES

1. PILL DRAW. All entrants will draw for time trial position at the pit gate entrance or other location as advised. Pill drawing must be done prior to the driver’s meeting. Each entrant will be responsible for a time trial pill draw. A no-draw car will time trial last or if there are no time trials then it will start last in its heat race.

2. DRIVER’S MEETING. All drivers must attend all drivers’ meetings. A roll call could be taken to ensure that all drivers are present. Drivers not present could face a fine. Drivers Meeting time will be posted at the pit tower. The number of race cars starting each event and the number of laps for each event will be announced at the driver’s meeting. All Star officials will notify teams of any changes in the basic program due to car count, track conditions, or any other circumstances.

3. QUALIFYING. All cars qualify in the order drawn and cannot be out of order by more than three cars. If you miss your spot by more than 3 cars, you will get one (1) lap at the end of qualifying with a starting spot no better than 11th in the “A” main. Qualifications for 40 cars or less will consist of (1) warm up lap and (2) timed laps under green. Qualifications for more than 41 cars will consist of (1) warm up lap and (1) timed lap under green. If a car is unable to hot lap, one extra lap will be given prior to your timed run. Qualifications will officially conclude two minutes after the last car has taken the checkered flag for those who missed their spot or were unable to complete their qualifying run after the initial green flag. In the event of a rain shortened program, qualifications will consist of one (1) timed lap. (Midwest All Star Series qualifying procedure will consist of (1) warm up lap and (1) timed lap under green).

4. HEATS. After qualifying, heats will be lined up staggered straight up with six cars inverted. No more than four (4) official qualifying heats will be run. A qualifying heat is one in which cars transfer directly to the A-MAIN. Any heat races in excess of 4 will be of a “last chance” nature, where the Top 4 finishers, as determined by the officials, will tag the tail of the official qualifying heat races. Cars that do not take a time trial will tag the tail of a heat or last chance race. If four heat races are run, the Top 5 cars from each heat will transfer to the A-MAIN. If only three qualifying heats are run, the Top 6 will transfer. If a qualified car scratches or is disqualified after a heat, an extra car or cars will be taken out of the B-MAIN.

5. DASH. The (6) fastest All Star members who transfer out of their heats will run the Dash. Inverted by time, the dash will be (6) laps. (See Points section of this rule book.) If a car declines to run the dash, the next fastest qualified member car will be added.

6. C-MAIN. If car count warrants a C-MAIN, the Top 16 qualifiers not already qualified for the A-MAIN will run the B-MAIN lined up by times. Remaining cars will run the C-MAIN lined up by times.

7. B-MAIN. Lined up by qualifying times straight up. Cars advancing from C to B receive their times back. Cars advancing from B-main to A-main receive their times back but cannot start better than 11th, completing the 24 car field.

8. A-MAIN. The fastest six cars (by qualifying time) advancing to the A-MAIN through their qualifying heat races will be lined up by random draw chosen by selected fans on the front stretch. Random selection will be drawn in order of qualifying time. Example: First fan draws pill for fast qualifier, Second fan draws pill for 2nd fast qualifier, etc. Remainder of 24-car field will be lined up by qualifying times. There will be NO ALTERNATES. The 24 cars qualified for the A-main from the heats and B-main will be the 24 starters. If a car scratches, the field is reduced to 23 cars and so on.

9. SCORING. All races must be completed under two consecutive green laps even though a race may run over its prescribed number of laps. A race is not considered complete until the checkered flag is displayed and will be scored accordingly. If a yellow or red flag must be thrown after the checkered flag is displayed, the race is officially over. Those cars not crossing the finish line before the red/yellow will be scored in the position they were in on the last green flag lap. All restart lineups will be derived from the official scorers’ lap sheets. A lap is not scored on a start or restart unless all cars complete the lap by passing through the start-finish line except for the cars involved in an incident. All drivers must obey signals, communications, and/or the Official’s blackboard(s) or be subject to fines and penalties.

10. POSTED FINISH. Drivers/Owners are responsible for checking the A-MAIN finish as posted by All Star officials at the All Star trailer & pit board. Any protest must be lodged within 10 minutes after posting, after which time payoff will be released and all protests will be considered null and void. Official protests can be lodged only by the car owner, driver, or designated representative of the car owner. All paid purses, appearance money, and other funds as outlined in the promoter’s contract will be paid to the car owner or designated owner’s representative only.

11. EVENT LINE UPS. Air horns will be used to start an 8 minute clock to get your cars to the push off lane once the call to line up has been given. This will be used for the first heat, Dash, & A-main. The cars in the remaining heats will be required to be in the push off lane by the time the heat race on the track finishes. The B-main will follow the Dash and B-main cars will be expected to be lined up before the Dash is finished. Once the horn sounds you have 8 minutes to be rolling to the push off lane. Another horn will sound twice with 4 minutes left and again when the 8 minutes is up. Anyone not rolling by this time will be put to the tail to start the race.

12. PROVISIONALS. There will be no "provisional" or "promoters' option" starters in any A-Main event. The only exception to this rule is if a specific, mutually acceptable agreement exists between the promoter and All Star management. Should such an agreement exist, the specific formula and details must be announced at the driver's meeting prior to the event. After the conclusion of the driver's meeting, no additions or changes can be made. If an All-Star member is added to the field, the team will race for the designated prize money only, and no All Star A-Main points will be awarded.

All Star Sprint Series

ImageThe All Stars are one of the premier sprint car sanctioning bodies in the USA. It is owned by Illinois businessman, Guy Webb and now in their 28th year of operation, the All Stars take pride in their reputation of providing highly competitive, fair, exciting racing for outlaw sprint cars with many different winners in a year. About 400 drivers participate in All Star races yearly in front of an average of 5,000 spectators per event. Currently 40+ races are scheduled in numerous states, such as Florida, Ohio, Pennsylvania, Indiana, Michigan, Tennessee, Nebraska, West Virginia, and Kansas.
 

Ohio Sprint Speedweek

Image The Silver Anniversary of the Ohio Sprint Speedweek proved to be one of the most competive weeks in racing during the 2007 All Star season. Dale Blaney nearly captured the $50,000 bonus that would be given to anyone who could win four events during the seven nights of racing. However, it was the consistancy of Shane Stewart that captured the Ohio Sprint Speedweek Points Title. Follow all of the action during the 26th Annual Ohio Sprint Speedweek (June 22nd- 28th) here at the home of the All Stars.
